UTILITY BILLING DEPARTMENT

A program of the Finance Department, the Utility Billing Department provides utility customers with the following:

  • Initiating and terminating customer services, as needed
  • Providing account information and solutions to its customers
  • Timely notification of monthly consumption results through a computerized billing system
  • Processing cash, check, Visa, MasterCard, or American Express payments

The City provides water and sewer service to city and non-city residents.  Additionally, the Department administers and oversees the City’s residential garbage and recycling services provided by a private provider under a franchise agreement.  The Department also administers the monthly stormwater customer charge. Specific utility information is as follows:

SERVICE ACTIVATION

Utility service can be activated by going into the utility billing customer service office located at 800 N US Hwy 27, Minneola, FL.  You must provide the service address, the address you would like the bills to be mailed to, the date you would like service to start and your driver’s license.  Service may start as soon as the next business day.  A $10.00 turn on fee for water is charged for the activation of all new service accounts.

UTILITY DEPOSIT

A utility deposit is required for all new activations.  The residential deposit amount is $100.00.  A residential property with a reclaimed irrigation meter requires a $200.00 deposit.  A construction meter deposit is $1,000.00.

BILLING INFORMATION

Utility bills are processed in 2 cycles and mailed by the 1st and 15th of every month.  Bills not paid by the 10th day after the bill date are subject to a late charge.  If the account remains unpaid as of 5:00 P.M. on the due date, a second notice will be mailed including a $2.50 late payment penalty fee.  Accounts not paid by the 20th day after the bill date are subject to disconnection.  There will be a $10.00 charge to turn the water off and a $10.00 charge to turn the water on.  There is an additional $100.00 fee to have the water turned back on after working hours when shut off for non-payment. PAYMENT OPTIONS

The City accepts utility payments through the mail, over the counter in the utility billing customer service office at City Hall, in a drive-through after hours drop box in the front parking lot of the building and a walk-up drop box at the back entrance to the utility office.

On-line payments

We accept Visa, Mastercard, personal checking, personal savings, business checking, business savings forms of payment through Point & Pay.  Just click on the Point & Pay logo below and follow the directions.  Have your water bill available because you will need to have your account number ready.

Please note: utility accounts are not considered paid until the City has received the payment.  Mail postmarks are not considered when determining when an account has been paid.

*Water base charge is for City residents, non-city residents have an additional 25% charge, Oak Valley $9.61 base charge plus $2.08 per 1,000 gallons

IRRIGATION RULES AND REGULATIONS

Ordinance 2009-08 of Minneola, FL providing for local implementation of the water conservation rule for landscape irrigation of the St. John’s River Water Management District.  The following rules apply:

  • Irrigation is not permitted between the hours of 10:00 A.M. and 4:00 P.M.
  • Irrigation Days:

Daylight Savings (2nd Sunday in March to the 1st Sunday in November)

Odd Addresses – Wednesday and Saturday

Even Addresses – Thursday and Sunday

Eastern Standard Time (1st Sunday in November to 2nd Sunday in March)

Odd Addresses – Saturday

Even Addresses – Sunday

  • Irrigation shall be limited to the application of no more than ¾ of water in irrigated area
  • New landscaping may be irrigated on any day at any time during the first 30 days and every other day for the next 30 days, for a total of one 60 day period, providing that the irrigation is limited to the minimum amount necessary for such landscape establishment.
  • Low-volume irrigation is permitted anytime with a hand-held hose equipped with an automatic shutoff nozzle.

SANITARY WASTE SERVICES

Residential garbage services are provided to city residents thru WastePro.  The charge is included with the utility bill. 

Services are provided on*:

Monday and Thursday of each week if you live East of Hwy 27

Tuesday and Friday if you live West of Hwy 27

*Residents in Highland Oaks, Ridge Crest Loop, The Reserve, and Zaltana Circle have toters supplied by WastePro.  Those residents with toters have garbage pickup once a week on the following scheduled days:

        Thursday of each week if you live East of Hwy 27

        Friday of each week if you live West of Hwy 27

The size of your garbage container cannot be larger than 32 gallons.  Household garbage must be bagged and in cans.

Recyclables are limited to: newspaper, metal cans, plastic bottles and jugs, and clear glass jars with labels removed.  Recycle bins are available upon request, up to two bins per household.

Yard waste and recycling will be picked up on Wednesdays.  Yard waste must be cut to 4’ or less and bundled and grass clipping must be bagged and placed at the curb

*When a Holiday falls on a regularly scheduled collection day the service will be provided on the following regular scheduled day
